Purshottam Sathe is a very honest constable in a small town. His only ambition is that his elder son Shiva should become an inspector and he should retire after saluting him. Shiva is being groomed for the job and is engaged to be married to a rich girl, Vidya, after he gets the job. Everything is working out fine until a small incident disrupts the peace of the entire family. One day Purushottam does not allow the son of a local MLA to park his car in a no parking zone. As a punishment he is transferred to Kala Chowk - a basti in Mumbai where an underworld lord, Billa Gilani dominates the community.
