Following a lead on Kuze, the survivor of the Individual Eleven group now leading the Dejima refugees, Major Motoko Kusanagi heads to Taiwan, but her investigation gets a little sidetracked when she meets Chai, a refugee boy in trouble with the local gangs. She then makes a brief stop in Berlin to join Batou as part of an international effort to capture a wanted terrorist, in which Batou finds an unexpected lead. They then head back to Japan, where tensions are building between the government and the refugees, with things getting worse as Kuze plans a deal with the Russian mafia to buy some plutonium. And all the while, Gouda, the head of Cabinet Intelligence Agency, continues to work behind the scenes and manipulate events for his own agenda.
